The fastest car in the world has a top speed about half of what you claim. Firstly, there is no such technology yet, 500 km/hour is already prohibitive for a car. Secondly, let's say the car will go at your speed. What about the driver's reaction time? In driving school they teach you how to calculate your reaction time, even in the tickets there are questions. I don't think anyone would have time to react.
